瀬川幸一編『石油がわかれば世界が読める』（朝日新書）
まず、押さえておくべきは本書成立の背景だろう。「社団法人石油学会」の創立50周年記念出版というのがそれだ。執筆陣の所属はそれぞれ「独立行政法人 石油天然ガス・金属鉱物資源機構」「和光大学」「新日本石油株式会社」「旭化成ケミカルズ株式会社」となっている。かなり現場寄りの人選ではないかと思う。ただし「社団法人石油学会」も「独立行政法人 石油天然ガス・金属鉱物資源機構」も経済産業省がらみの団体で、且つ、新日本石油関係の人間が大きく関わっている点は頭の片隅に置いておいた方がいいかもしれない。中立の視点を持つためにも。
以上を踏まえてさえいれば、本書は石油に関する良書だといえると思う。特に、石油関連の話題に疎いぼくのような読者にはとても参考になるし面白い。書かれ方も比較的平易で読みやすい。「石油を上手に大切に使う」と題された第2章は若干細部に踏み込みすぎのきらいはあるものの、ややこしいところを適当にうっっちゃって読んでも差し支えない程度にはまとまっている。個人的には、石油を巡る歴史を概観できる第3章「石油文明は終わらない」が一番面白かった。原油生産から販売までの流れや、古今の石油を巡るお金の流れなんかが簡潔に説明されている。
けれども、やっぱり一般に旬な話題は第1章ということになるんだろう。いわゆる環境問題と石油価格暴騰に関する話である。前半では、石油が環境に対してプラスに働いている事例や代替燃料の問題点、石油枯渇論に対する見解なんかが示される。ただし、この辺りの話は石油を生活の糧にしている側の見解である点を忘れていはいけないと思う。一方で、石油に対してマイナスイメージばかりを育ててきた人にはフラットな視点を持ついい機会になるだろう。特に代替燃料の有用性については、今後も様々な情報に触れてその真贋を見極めていく必要があると思う。
章後半は価格に纏わる話題になる。石油の生産から精製、販売まで、どこでどんな力学が働いて価格を左右するのかがとても分かりやすく書かれている。生産コストの油田間格差によるボロ儲けシステムや、ガソリン価格の内訳など、漠然と予想していたとはいえ石油利権の実態はなかなかに衝撃的だ。また原油産出量や実際の消費量をはるかに上回るペーパーオイル取引の現状など、その狂騒的な数字を見るだけで薄ら寒い気持ちになる。こんな無謀なチキンレースにまともな結着がつくとはとても思えない。オイルマネーの爆発炎上は避けられないんじゃないかと思う。
まあ、世界が読めるかどうかは別として、少しでも石油が気になるなら読んで損はない内容だ。
